Dear Dr. Philip:

On behalf of the Transportation Research Board (TRB) Executive Committee, and the National Research Council (NRC), I am pleased to inform you of your selection as a member of the Marine Board. The term of your appointment will be from 9/15/2016 to 10/31/2019. I hope that you will accept this appointment and make the necessary commitment that being a member of this committee implies.

The Marine Board serves the national interest by initiating, and by responding to requests for evaluations and advice concerning the nation’s capability to accomplish its marine and maritime objectives.

The NRC is a private, nonprofit institution that is the principal operating agency of the National Academy of Sciences and the National Academy of Engineering. Under a Congressional charter granted to the National Academy of Sciences, the NRC provides scientific and technical advice to the government, the public, and the scientific and engineering communities. Members of NRC committees serve not as representatives of the organizations or agencies by which they are employed, but as individual engineers, scientists, researchers, and administrators who make available their personal knowledge and expertise in the national interest.
