One challenge, for example, is how to offer bilingual education to all students; minority languages are legally granted equal status to Mandarin, but national examinations favor the dominant language. Similarly, educators struggle to teach effectively using a standardized curriculum; despite wide variation in geography, agriculture, climate, language, and local customs, the same subjects are taught with the same materials throughout the country.
