VCEMS is pleased to welcome Linda Breggin as a Senior Research Associate. Ms. Breggin is a Senior Attorney with the Environmental Law Institute (ELI) in Washington, DC where she is Co-Director of ELIs Brownfields Center and serves as Director of the Program on Environmental Information and Accountability. She was also recently appointed Vice Chair for Membership, American Bar Association's Section on Environment, Energy and Resources, Special Committee on Second Generation Issues.
Ms. Breggins current legal research and policy work focuses on brownfields redevelopment, smart growth, and public participation in environmental decision-making. Her recent publications include: Virginias Economic Incentives: Missed Opportunities for Sustainable Growth, Protecting Public Health at Superfund Sites: Can Institutional Controls Meet the Challenge? and Libraries as a Community Resource for Environmental Information.
Prior to joining ELI, Ms. Breggin was in private law practice where she specialized in environmental counseling and litigation. She also served as Associate Director for Toxics and Environmental Education in the White House Office on Environmental Policy, where she worked on Superfund legislative reform, an environmental justice executive order, strategies for federal facility cleanups, and the development of an international environmental education program. Before joining the White House staff, Ms. Breggin served as a Special Assistant in the United States Environmental Protection Agencys Office of Enforcement. Prior to moving to Nashville, Ms. Breggin served as Co-Chair of the District of Columbia Bar Associations Environment, Energy and Natural Resources Section. She is a graduate of the University of Chicago Law School.
