She received her Bachelor of Arts in Philosophy and Master of Arts in Educational Theory and Policy from the Pennsylvania State University at University Park and is currently working on her Doctor of Philosophy in education and public policy from the Department of Leadership, Policy, and Organization at Vanderbilt University. Caroline has research experience in various areas related to law and education policy, including school finance litigation, the No Child Left Behind Act, charter school legislation and students' rights.
