The Center exercises national leadership in school choice research, including charter and magnet schools, private school vouchers, teacher recruitment, school management, and state policymaking.

Caroline M. Watral

Caroline Watral is a Research Assistant at the National Center on School Choice.  She received her Bachelor of Arts in Philosophy and Master of Arts in Educational Theory and Policy from the Pennsylvania State University at University Park and is currently working on her Doctor of Philosophy in education and public policy from the Department of Leadership, Policy, and Organization at Vanderbilt University. 

Caroline has research experience in various areas related to law and education policy, including school finance litigation, the No Child Left Behind Act, charter school legislation and students' rights.  Her current research is focused on the impact of federal education policy on school finance, litigation and collective bargaining.
