James W. Guthrie is professor of public policy and education and chair of the Department of Leadership, Policy, and Organizations at Vanderbilt University. He currently serves as executive director of the National Center on Performance Incentives and director of the Peabody Center for Education Policy. Professor Guthrie chaired the Consortium on Renewing Education (CORE). He has been chief of staff for the Tennessee Governor's Council on Excellence in Higher Education, editor-in-chief of the Encyclopedia of Education, and editor of the Peabody Journal of Education. Additionally he has consulted in the international arena on strategic planning and school finance design. Professor Guthrie’s research agenda concentrates on educational policy issues and resource allocation consequences. More specifically, he is concerned with school finance, elementary and secondary education, higher education, legal issues of equity and adequacy, education reform strategies, accountability, political processes, and theories of education reform.
