De acuerdo con un informe preliminar de las autoridades de esta organización no gubernamental, los desconocidos violentaron el acceso a las instalaciones para posteriomente agenciarse de computadoras y archivos que contienen investigaciones sociales, así como registros de los académicos que allí laboran.

La Asociación para el avance de las Ciencias Sociales (Avancso) ha sido objeto del mismo acto vandálico en más de una ocasión, y de acuerdo con sus directivos, sujetos interesados en detener el progreso de la ciencia en Guatemala serían los responsables de este hecho de “amedrentamiento“.

Autoridades de la Policía y del Ministerio Público se presentaron al lugar para iniciar las investigaciones de este hecho que ha provacado la indignación y condena de grupos de derechos humanos y académicos.

PAID AD:    

Nosotros, los abajo firmantes, académicos internacionales que trabajamos temas relacionados con Guatemala, condenamos energéticamente el allanamiento de que fuera objeto la sede de la Asociación para el Avance de las Ciencias Sociales en Guatemala (AVANCSO), entre la noche del 17 y la madrugada del 18 de enero.

Por este medio manifestamos nuestro firme apoyo a los colegas de AVANCSO.

La rigurosidad del trabajo de investigación de AVANCSO es conocida y respetada internacionalmente. Así mismo, la vocación de esta institución representa en Guatemala el esfuerzo por conocer y superar la herencia violenta y dolorosa del pasado reciente del país, mediante procesos sistemáticos de generación de conocimientos.

El Gobierno de Guatemala tiene la obligación de proteger la libertad académica e investigativa. En tal sentido demandamos que sea llevada a cabo una investigación inmediata y efectiva de los hechos recientemente sucedidos, a modo que se pueda identificar y procesar penalmente de los responsables directos e intelectuales.

Esta es la única manera de asegurar que los atropellos del pasado en contra de la vida científica e intelectual en Guatemala no vuelvan a producirse.

Comunicado frente al allanamiento en la

ASOCIACIÓN POR EL AVANCE DE LAS CIENCIAS SOCIALES EN

GUATEMALA – AVANCSO

Condenamos el allanamiento de las oficinas de AVANCSO perpetrado

entre la noche del 17 y madrugada del 18 de enero, donde sustrajeron

computadoras y material de trabajo. AVANCSO es una de las

instituciones que por más de 25 años ha desarrollado un trabajo de

investigación serio, comprometido con los procesos de transformación

social de este país.

Lo curioso es que esto suceda con total impunidad, en el primer anillo

de seguridad del Estado, ya que las oficinas de AVANCSO se

encuentran a solo dos cuadras de casa presidencial. Y lo indignante

es que estos ataques a centros de investigación y organizaciones

sociales han sido sistemáticos y selectivos, así como lo es la

intimidación y desprestigio contra el movimiento social, cooperación

internacional, personas e instituciones que acompañan sus luchas.

Ante estos hechos deleznables, como muchos otros de violencia

salvaje que vivimos a diario, exigimos a las autoridades competentes

su pronto esclarecimiento e intervención judicial.

Así como enviamos un llamado a las organizaciones sociales,

ciudadanas y ciudadanos que queremos y luchamos por la paz y la

justicia, a unirnos para detener los actos de terror y barbarie con los

que pretenden paralizarnos.

"Tierra e Igualdad:  Desafíos para la Administración de Tierras en Petén, Guatemala" (Diciembre 2012)

 

el cual fue patrocinado por el Fondo Fiduciario para el Desarrollo  Ambiental y Socialmente Sostenible (TFESSD) de los Gobiernos de Noruega y Finlandia bajo los auspicios del  Departamento de Agricultura y Desarrollo Rural para América Latina y el Caribe (LCSAR) del Banco Mundial.

 

Durante el transcurso del mes presente, copias de una tirada limitada serán distribuidas por el país, pero la versión digital ya está libre para divulgación (adjunto, y con una versión de mayor resolución de imágenes descargable ACÁ).

 

Resumen:  Este estudio multidisciplinario analiza las dinámicas agrarias contemporáneas en el departamento de Petén, donde el Gobierno de Guatemala llevó a cabo de 1966 ha 1987, programas de adjudicación de tierras por medio de proyectos de colonización y, a partir de los años 1990, programas para formalizar los derechos de propiedad sobre estas tierras adjudicadas, por medio de proyectos de legalización y catastro financiados por varios donantes internacionales y el mismo Gobierno de Guatemala.  Con base en mapeo participativo comunitario y análisis catastral, así como de cambios de uso de la tierra, economía campesina, créditos, tributación, conflictos agrarios y tierras comunales, en el informe se discuten las nuevas dinámicas de inseguridad alimentaria, desplazamiento de agricultores pequeños, compraventa y reconcentración acelerada de la tierra en el Petén.

 

Se espera que los hallazgos y recomendaciones de este estudio fomenten un diálogo entre las instituciones públicas, el sector académico y la sociedad civil en Guatemala, así como en los organismos internacionales, para la formulación y re-orientación de políticas públicas en apoyo a la agricultura campesina nacional.

The study was sponsored by the Trust Fund for Environmentally and Socially Sustainable Development financed by the governments of Norway and Finland through the World Bank's Latin America and Caribbean Agriculture and Rural Development office.

Summary:  This multidisciplinary study analyzes agrarian dynamics in Petén, Guatemala where the Guatemalan government has carried out land adjudication programs between 1966 and 1987, after which, starting in the 1990s, collaborated with programs financed by itself and international donors to formalize property rights through land legalization and cadastral (land survey) projects.   Through participatory community mapping, cadastral analysis and other sub-studies about land use change, peasant economy, credit, taxation, agrarian conflict and communal & indigenous lands, the report discusses Petén's emerging agrarian problems of food insecurity, displacement of small agricultural producers, land sales, and the accelerated re-concentration of land.

 

We hope that the study's conclusions and recommendations will stimulate dialogue among the public institutions, academic sector, civil society, international organizations about the formulation and reorientation of public policy in support of the national peasant economy.

4.       SEEKING EXPERT WITNESS ON GUATEMALAN EDUCATIONAL SYSTEM

 

I have been referred to you by Kelsey Alford-Jones from the Guatemala Human Rights Commission/USA.  I am a Senior Paralegal at an immigration law firm representing a Guatemalan national (with two U.S. born minor children) in removal proceedings before the Immigration Court in Arlington, Virginia.  He is seeking cancellation of removal from the United States.

 

We are searching for a recognized expert in the U.S. and Guatemalan educational systems who can provide an opinion letter on the educational impact of relocating my client’s two U.S.-born minor children to Guatemala.  Specifically, I am seeking an expert who can:

 

1.      Provide a general overview of the differences between U.S. and Guatemalan educational systems.

2.      Provide an expert opinion on the educational consequences/loss of educational opportunities for two U.S. born children of Guatemalan descent (ages 9 and 10 who have been raised and educated in the U.S) forced to relocate to Guatemala due to their father’s deportation from the U.S.

3.      Provide an expert opinion on the educational consequences of the two children if they stayed in the U.S., but their father is deported to Guatemala (decreased educational success of U.S. immigrant children separated from a parent.)

 

This letter will be used in support of my client’s application for cancellation of removal.
