Constitution of the Vanderbilt University Chapter American Society of Engineers

By privilege of the National American Society of Engineers, the students of the Civil & Environmental Engineering (CEE) Department at Vanderbilt create their collegiate organization, representing the professional and academic qualities distinguished by those of the Vanderbilt School of Engineering. Vanderbilt ASCE aspires to build character and image within the CEE Department and the local and national civil engineering community. Vanderbilt ASCE holds the responsibility to mature the young minds in which it cultivates and develop skills deemed respectable to the professional community. For the purpose of coordinating student, faculty, alumni, and professional relationships, the Vanderbilt ASCE is established with the following constitution.

Article I

Name
The name of the organization shall be the Vanderbilt Chapter American Society of Civil Engineers. The Vanderbilt Chapter American Society of Civil Engineers shall hereinafter be referred to as Vanderbilt ASCE.

Article II

Purpose
Vanderbilt ASCE is an organization of students that seeks to promote the Vanderbilt University School of Engineering and the Civil and Environmental Engineering Department. It exists to improve upon student professional development and develop relationships with the professional engineering community as well as represent Vanderbilt University well in student competitions.

Article III

Scope
Section 1. All students in the Civil and Environmental Engineering Department of the Vanderbilt School of Engineering are eligible for Vanderbilt and National ASCE membership. Any student of Vanderbilt University is permitted Vanderbilt ASCE membership. All members are treated equally and implement the goals set forth in Article II.

Article IV

Membership and Elections
Section 1. The membership of Vanderbilt ASCE shall normally consist of half the population of the Civil and Environmental Engineering Department undergraduate student body and eight officers. Vanderbilt ASCE membership forms and dues may be submitted at any time, but benefits may be limited until appropriate filing has been performed. At the beginning of each calendar year, the officers shall be elected.

Section 2. At the last bi-monthly meeting in December of each year, officers shall be elected or appointed.

(i) Throughout the month of November of each year, nominations for officer positions shall be requested; the nominees must represent undergraduate students of the Civil and Environmental Engineering Department.

(ii) Candidates must receive votes from a minimum of twenty percent of the Vanderbilt ASCE student body. If there is not a sufficient number of candidates elected to fill the available positions, the faculty advisor and/or reigning officers may appoint officials through an evaluation process.

(iii) A Vanderbilt ASCE official must maintain an overall B average to remain eligible to serve as an officer.

Article V

Vacancies
At the end of the first full semester of an Vanderbilt ASCE officer's term, he may have the option to resign his/her official responsibility. The vacancy shall be appointed as stated in Section 2 of Article IV.

Article VI

Officers
Vanderbilt ASCE shall elect from its number the following officers.

President, who must be an active member and shall have been a member of Vanderbilt ASCE one year previously.
Vice President of Meetings
Vice President of Conference
Treasurer
Recording Secretary
Social / E-Council Chair
Outreach Coordinator
Logistics Officer

Both men and women may be represented in these offices.

Article VII

Duties of Officers
Section 1. It shall be the duty of the president to preside at all officer meetings. The president shall review the work of all other officers and shall submit the ASCE Student Group Annual Report. The president shall renew the chapter's membership each academic year in order to be recognized by Vanderbilt University . The president shall grant action for any event, with the collaboration of the faculty advisor.

Section 2. The vice president of meetings shall preside and prepare all bi-monthly chapter meetings, notifying the other officers of occurring events. The vice president of Meetings shall assist the president in updating and maintaining communication links with the professional community. The vice president of meetings shall plan and prepare for Industry Night, including but not limited to preparation of invitations, flyers, scheduling, and arranging vendors. The vice president of meetings shall notify the president of all preparations and acquire permission from the treasurer for all expenditures.

Section 3. The vice president of conference shall make arrangement for the Southeastern ASCE Regional Conference each spring. This includes inciting interest and collecting dues for the event. This vice president shall inform the president of all preparations and acquire permission from the treasurer for all expenditures.

Section 4. The treasurer shall keep a detailed spreadsheet of all active members in Vanderbilt ASCE, as well as a complete and accurate budget for the entire chapter. The treasurer shall work closely with the financial secretary of the Civil and Environmental Engineering Department.

Section 5. The recording secretary shall keep detailed records of all events that occur in his/her reigning year. The recording secretary shall assist the vice president of meetings and help prepare the ASCE Student Group Annual Report with the president. The recording secretary shall inform all officers of upcoming events. The webmaster will update and/or make changes to the Vanderbilt ASCE website located at www.vanderbilt.edu/asce.



Section 6. The social/e-council chair shall attend all Engineering Council meetings held during the reigning year. The social chair/e-council chair shall plan and coordinate all events other than bi-monthly meetings and outreach programs. The social/e-council chair shall work closely with the corresponding secretary during preparations for Industry Night. This chair is responsible for notifying the president of all happenings and shall acquire permission from the treasurer for all expenditures.


Section 7. The outreach coordinator shall seek out opportunities for community involvement and public outreach. The outreach coordinator shall serve as a liaison between the Vanderbilt ASCE chapter and the Nashville Branch of ASCE Younger Members. The outreach coordinator shall notify the president of all happenings and shall acquire permission from the treasurer for all expenditures

Section 8. The logistics officer shall assist all other officers with preparations for socials, meetings, and any other ASCE happenings throughout the reigning year. The logistics officer shall maintain inventory of necessary products and supplies for ASCE events. The logistics officer will also place catering orders and be manage set-up for all ASCE events. The logistics officer shall notify the president of all happenings and shall acquire permission from the treasurer for all expenditures.

Article VIII

Faculty Advisor
The faculty advisor shall be a professor of the Civil and Environmental Engineering Department willing to volunteer for Vanderbilt ASCE in order to promote the goals set forth in Article II.

Article IX

Meetings
Section 1. Bi-monthly officer meetings shall be held in order to discuss the upcoming agenda.

Section 2. Monthly chapter progress meetings shall be held to notify Vanderbilt ASCE members of current doings and request suggestions.

Article X

Quorum
Two-thirds of the members of Vanderbilt ASCE shall always constitute a quorum.

Article XI

Impeachment
Vanderbilt ASCE officers shall have the power to impeach or suspend officers from official duty with the consent of the faculty advisor.

Article XII

Amendments
Amendments to this constitution shall require for their adoption the approval of two-thirds of the total membership of Vanderbilt ASCE and ratification by the faculty advisor.
