Debbie Miller was appointed as Director of the Child and Family Policy Center at Vanderbilt Institute for Public Policy Studies in October 1999. Miller came to the institute from Richland Village, a residential care and treatment program for troubled youth where she served as director for two years. From 1993 to 1997 Miller served as director of Caring for Children, a community services agency that contracts with local and private organizations to provide prevention and intervention services for at-risk youth and their families. Miller also spent 7 years at the Tennessee Board of Paroles where she was chief administrative officer and legislative liaison with the General Assembly.

Miller earned a master of arts in teaching from Memphis State University and completed post-graduate work in special education, administration and supervision at Memphis State University. Her bachelor's degree is from the University of Mississippi. She is married and has one daughter.
