HRS announces change in FRAs and PSAs
During Open Enrollment in October, Human Resource Services announced a change in how claims will be processed for the Flexible Reimbursement Accounts and Personal Spending Accounts beginning in 2003. The FlexBen Corporation will administer all FRA and PSA claims beginning next year. The reason for this change is two-fold: to deal with more complicated legal requirements and to provide greater customer service. Recent legislation imposes heavy administrative burdens related to the disclosure and handling of protected health information. FlexBen, selected through a formal bidding process, will comply with all new legislation as well as provide Vanderbilt faculty and staff with the highest level of customer service and access to account information. In December, FlexBen will send 2003 FRA and PSA plan participants introductory packets with claims forms and instructions on new filing procedures for claims. Information on enhanced services including direct deposit and Web access to account information 24 hours a day, seven days a week will also be included. The mailing will go to home addresses on record with Human Resource Services. Current 2002 plan participants should continue to send claims for services received in 2002 to the Benefits Office, Human Resource Services, Box 357700, Station B. The deadline for receiving 2002 claims in Feb. 28, 2003.

Library survey finds need for improvement, changes under way
The results of a user satisfaction survey among 167 university libraries found the Jean and Alexander Heard Library’s services slightly above the mean for the Association of Research Libraries. The LibQUAL + 2002 user satisfaction survey was administered this spring through Texas A&M University as part of a grant-funded study by the ARL. A sampling of Vanderbilt undergraduate and graduate students, as well as all non-medical faculty members was e-mailed the survey. Twenty-seven percent, or 934 of the respondents, identified several areas of desired improvement. Key findings released in a recent report concluded that undergraduates are highly dissatisfied with the library’s hours of operation. As a result, the library’s Management Council is working to develop a proposed 24-hour library facility that could open in the Science and Engineering library as early as the beginning of the spring 2003 semester, according to Flo Wilson, deputy University librarian. The council is also working to implement a quality of service improvement program throughout the library system. Other findings show that the General Library building meets only the minimum expectations for users and is below other users’ expectations. Paul Gherman, University librarian, said that more than 300 individual comments were provided by respondents, ranging from positive statements about outstanding service provided by staff to negative remarks about the state of the central library building. Library administrators said they will continue to analyze the data. “We’ve learned a great deal, and we’ve generated a lot of statistics and graphs,” said Wilson. “There is still much more to learn from the results that we haven’t necessarily be able to put into this report.” The full report can be viewed at http://staffweb.library.vanderbilt.edu/ admin/lq/LQhome.htm.
