Bill Phillips named Vanderbilt associate vice chancellor

for university relations, Cleveland, Sandlin, Delicata

also take on new duties

 

NASHVILLE, Tenn. - Bill R. Phillips has been named associate vice chancellor for university relations and director of government relations at Vanderbilt University, Vice Chancellor for University Relations Jeff Carr said in announcing several changes within the division.

Jane Cleveland has been promoted to assistant vice chancellor for university relations and director of real estate management and development. Assistant Vice Chancellor Henry Delicata has taken on the additional title of director of real estate acquisition and investment. James Sandlin is the new director of community relations. The appointments were effective Sept. 1.

"These changes in title reflect an alignment of duties that has been in process in recent months," Carr said. "Government relations, particularly at the federal level, is and will be a critical function for Vanderbilt, and Bill's background is right on target. The division of real estate duties follows an increase in non-plant property management, development, acquisition and investment. Conferring the title of director of community relations on James recognizes his now full-time commitment to duties that have been a part of his life, as a volunteer and otherwise, during his nearly three decades at Vanderbilt."

A veteran in national affairs, Phillips joined Vanderbilt as chief of staff for university relations in 1994 after serving a year as a visiting professional scholar at The Freedom Forum First Amendment Center at Vanderbilt. He is the author of The First Amendment Center publication "Nothing Sacred: Journalism, Politics and Public Trust in a Tell-All Age."

Phillips served as a senior executive in the administration of President George Bush, first as chief of staff and counselor for the U.S. Department of Education and then as deputy director of the U.S. Office of Personnel Management. In 1992 he left the Bush administration to serve as assistant campaign manager of the Bush-Quayle '92 Committee.

Phillips also held senior posts as executive director of then Vice President Bush's political action committee, The Fund for America's Future; convention manager of the 1988 Republican National Convention in New Orleans; and chief of staff of the Republican National Committee. He was vice president of the government relations consulting firm of Russo, Watts and Rollins.

A native Texan, Phillips was executive assistant to Nevada Gov. Robert List prior to his service in Washington, D. C. He is a former political reporter and columnist for California and Nevada newspapers and was a member of the writing team at the Nevada State Journal and Reno Evening Gazette that won the 1977 Pulitzer Prize for Editorials. He is a graduate of the University of Nebraska-Omaha.

Cleveland, a 1985 graduate of Vanderbilt's College of Arts and Science, had served as director of community and university relations. She came to Vanderbilt in 1991 from the Nashville Symphony, where she was marketing director. Earlier she held positions with the Summer Lights Festival, MTM Records and Starwood Amphitheater. She holds a master's in business administration from Belmont University's Massey School.

Delicata joined Vanderbilt in 1987 from Harvard University where he was assistant director of finance and administration for the police and security department. He previously held positions with Boston University and New England Mutual Life Insurance Company. A graduate of Bentley College in Waltham, Mass., he has a master's of public administration from Suffolk University.

For the past year, Sandlin has served as a special assistant for university relations. He holds a master's degree from the Vanderbilt Divinity School and has been at Vanderbilt since 1969. His most recent assignment before joining the Division of University Relations was director of the Sarratt Student Center and associate dean of student life.
